Filters patch updated reverting original behavior with pipe stats.

BGP filter patch is totally unrelated, it simply changes Filter: <NULL>
in 'show protocol all XXX' to "UNNAMED".

Limits patch has been updated to reflect per-ahook filters.

As a result, nest is able to do filtering/limiting protocols on
per-table basis without any dirty hacks
