Bring UCI and LUCI configuration for Bird4/6 to improve integration with OpenWRT

Hi John,

The changes that I was talking about are related to UCI configuration. I
was using  a scheme where all the protocols in Bird (kernel, static,
device, bgp, etc) were that: protocols. That was an added difficulty to
LUCI representation and data treatment so I am changing it into: kernel,
static, bgp... instead of protocols with a "type" option. Now, with that
changes, I need to change also the UCI and LUCI configuration scripts (that
were working for the previous scheme).
To summarize, there are no important changes that affect Bird, but there
are regarding the way I configure it.
