In my opinion:
debug (<protocol> | <pattern> | all) (all | off | ( "{" states | routes
| filters | interfaces | events | packets "}" ) )  Control protocol
debugging via BIRD logs

The parethensis are to group all the various options and the "{" and "}"
is so it's clearer that we must write { and }.
