route withdrawals are not sent upon protocol removal

I've been going through the BIRD source recently and as I sat down to take
a stab at a patch for this withdrawal thing I bumped into this while going
through nest/rt-table.c:

So just wanted to thank you for working on this. I'll be doing some testing
with the patches. Do you think it'll make it into 1.6.5 in the near future?
