Hello! 

Well, of course all BGP sessions get reset when you restart BIRD itself. All the TCP sockets must be reconnected when the BIRD process starts anew.

Or you may use the graceful restart feature to alleviate some of the restarting pain, anyway BIRD is supposed to run long-term so restart is needed only if you upgrade BIRD itself. The standard way to update the config is to reload it, not to restart BIRD.
