BIRD 3.2.0 and 2.18 released

That's not a bug, that's a feature specified in RFC 9774.
We have changed the default behavior.

If you need to accept AS Sets, you have to
[explicitly enable them](https://bird.nic.cz/doc/bird-3.2.0.html#bgp-allow-as-sets).
