The limitation is here because most routing protocols require an IP<br>
address on interface to function properly, so to keep it simple,<br>
interface without IP address is considered effective down. It is not<br>
necessary for static routes, but the limitation is in the common code<br>
for all protocols.<br>

Note that we removed the limitation in BIRD 2.0<br>
