<p>It appears you haven't launched BIRD for it to 1. create the
socket, and 2. to listen on it.<br>
If you don't have any other manually started running instances (to
verify, run <tt>ps -aux | grep bird</tt> and check if there are
any other instances), you should just run <tt>systemctl start
bird </tt>and if you want it to auto-start, <tt>systemctl
enable bird</tt>.<br>

the "proper" way to start BIRD would be to use systemd with<br>
systemctl start bird, or if you're using init.d
/etc/init.d/bird start.<br>
Most other ways aren't really advised, unless they are done
for debugging.<br>
