This looks like something we don’t have autotests for. Adding an internal issue (#476) to look at it and fix that. If you wanna help fixing that, feel free to checkout https://gitlab.nic.cz/labs/bird-tools/ and in netlab/, add another test case, probably very simply just simulating multiple upstreams (it can be even like 10 or so, to check more convoluted scenarios as well), this feature and some reconfigurations, and if you are lucky enough, you get an easy reproducer.

Sadly, that suite is not ideally documented, but if you check other tests, you may see the pattern and idioms. By having a clear reproducer there, it will be way easier to fix that.

Note: I would expect this to be broken even in 3.1.x, iirc not much was changed there since.
