It is expected, /32 stubs from interface addresses are always announced
with cost 0, because they are local IPs. The idea is that 'cost' is a
cost of traversing a network (i.e. if you have an eth1 stub network of
cost 10, it is a cost from the router to other hosts on that network).

You can use 'stubnet' option to specify /32 stubs with arbitrary metric
regardless of any interface.
