I had the same issue on Ubuntu 18.04 LTS.
I ran the following commands
wget
http://archive.ubuntu.com/ubuntu/pool/main/i/init-system-helpers/init-system-helpers_1.57_all.debdpkg -i init-system-helpers_1.57_all.deb
then run apt-get install bird2.

You can run apt-get install bird2.

I am beginning to give up. As a very inexperienced Ubuntu user, I am trying to install bird 2.x. But cannot seem to figure out how to use apt-get to install anything above bird 1.6. What am I doing wrong and why is this sooooo hard?
