Can this patch be uses on bird 1.3.1 ?
No  it can't.
It is meant to be  for 1.2.5.
Use 1.2.5 or port it to 1.3.1.
In case of having to much time, I'll port it ;)
IMHO there is no need to use (for me and perhaps for you) 1.3.1, 1.2.5 is working fine.
