It's been BCP for a long time to explicitly insert "no neighbor X activate" in
Cisco configs. Not sure we need technical provisions to help with
misconfigurations, one could just tell the guys?
Then IDK whether there are implementations where you can't turn v4 AFI off, in
which world a technical provision would make sense.
