You are right! Ubuntu 10.04 is too old. *ppa:cz.nic-labs/bird* provides
only versions for Ubuntu 12.04 or higher.
So I had the version from the official repositorie (bird 1.1.5-1).
Since the update to version 1.6.3 everything works.

Your config file is correct with the current version, so most likely the
problem is that you are using older version of BIRD. It is possible that
for your version of Ubuntu there are just older versions in the repository.
Which version do you use?
