Bird peer disabled via control socket is automatically getting enabled

Hi,

I have not experienced such problems. I had disabled peers for a long
time which remained enabled in the configuration file. So you should
have something reloading configuration. Or may be your bird dies for
some reason and is restarted by init system etc.
