No, we do not keep track of unauthenticated neighbors. It is probably not a good idea to create neighbors just to list authenticated issue, but could imagine it would make sense to have some per-interface statistics or buffer for interface errors, which could be accessible from CLI.
Yes, if we could see the authentication status on the OSPF interface that would be very good. Is this something that you think can become a feature in bird in the near time?
