Also according to pcap, it seems like mandatory NEXT_HOP attribute is missing: Update Message (2), length: 48 Originator ID (9), length: 4, Flags [O]: 192.168.1.1 Cluster List (10), length: 4, Flags [O]: 192.168.1.1 Origin (1), length: 1, Flags [T]: IGP AS Path (2), length: 0, Flags [T]: empty Updated routes: 10.2.1.0/24 Although it is true that in such case BIRD should just handle the the update as withdraw instaad of sending notification.
