Sounds like an ancient version of autoconf/automake is used to generate the BIRD releases, possibly Debian old-stable?
BIRD releases are done by relatively recent version of GNU autoconf, but the problem is that we have (ancient) config.guess scripts in git repository instead of adding it when a release is generated.
