Unless you have some very old version of BIRD, 'Required capability missing' would probably be caused by address family mismatch. Perhaps the other side expects you to support also IPv4? Generally, the error message says that the other side expects something more (but the other side does not say what exactly).
We run into the message, when establishing BGP session with Quagga 0.99.10 Bird log: 25-01-2011 11:45:43 <RMT> R1155x1: Received: Required capability missing: 010400020001 Problem was in client configuration: IPv6 neighbor was added to peer-group outside address-family ipv6.
